The Non-Governmental organization "International Higher Education Academy of Sciences" (IHEAS) was established in summer 1992, and it has been registered by the Russian Ministry of Justice, as " public scientific organization, which unites most competent, eminent scientists and experts who work in the field of higher education and aim to develop and perfect its scientific, spiritual and economic potential".
IHEAS has been founded as a result of deep understanding by leading part of professors and researchers of the higher education system of different countries of their responsibilities for the fate of nations and the world community as well as their desire for prevention the intellectual and moral disaster in Russian and some other countries, firstly in the Commonwealth of the Independent States (CIS). The founder of the Academy is professor Valentin E.Shukshunov, former vice-chairman of the Soviet State Committee on People Education, former rector of the Novocherkassk Polytechnic Institute, Doctor of technical sciences. He is a first and only one president of the IHEAS from its founding moment. Among those who also were founders of the IHEAS are Vladimir N.Vinogradov, president of the Russian Union of university rectors at that time; Victor A.Sadovnichiy, rector of the Lomonosov Moscow State University, full member of Russian academy of sciences (RAS); Yuriy S.Vasiliev, president of the St. Petersburg State Polytechnic University, full member of RAS; Gennady A.Yagodin at that time, rector of the International University in Moscow at that time, corresponding member of RAS; Oleg E.Kutafin, rector of the Moscow State Academy of Law, corresponding member of RAS; Pavel D.Sarkisov, rector of the Mendeleev Russian State University of Chemical Technology, full member of RAS; Michail A.Paltsev, rector of the Sechenov Moscow Medical Academy, full member of RAS and Russian Academy of Medical Sciences; YuriyA.Zhdanov, chairman of the North-Caucasian Scientific Center of Higher Education, corresponding member of RAS; Michail Z.Zgurovsky, rector of the Ukrainian National Technical University, full member of Ukrainian national academy of sciences; George Kozmetsky, director of IC2 Institute of the University of Texas at Austin at that time, USA; Zhu Kaixuan, Chairman of State Education commission of People's Republic of China at that time; famous scientists and public figures from Republic of Uzbekistan (Akil Salimov, Shavkat Alimov and RustambekUsupbekov), Republic of Belarus (Anatoly Lesnikovich, Victor M.Iljin), Republic of Tajikistan (Talbak Nazarov) and others.
Main purposes of the IHEAS are the following:
· scientific substantiation and active assistance in development of Science and Education, as well as to using its achievements for economic upsurge, raising social prosperity and spiritual potential;
· realization of the system analysis of Higher Education;
· formation of the scientific bases for Higher Education System reforming;
· effective assistance to coming together and integration of educational systems of different countries, first of all, for CIS ones;
· assistance to the Russia's and other CIS countries joining with the common educational, scientific, cultural and informatic world space.
Extremely high requirements for the membership in the Academy were established from the first election individual member must be a Doctor of Science and Professor, recognized at own state.
Today IHEAS is formed as an authoritative and influential non-governmental organization, which involves about 1200 individual members and 158 collective members from 45 countries of the world, including Russia and all other CIS countries, USA, Germany, France, Great Britain, Italy, Netherlands, Poland, Japan, China, Brazil, Mexico, Mongolia, Republic of Korea, Togo, New Zealand and others. Among full and honorary members of the academy is Zhores I.Alferov (Russia) Nobel prize-winner; Islam Karimov, president of Republic of Uzbekistan; Tatsuro Matsimae, president of Tokai University Foundation System, Japan; more than 60 full members of the national academies of sciences of different countries; leaders of the national and international agencies and organizations in the field of education and science; rectors and heads of departments of Higher Education institutions.
The Academy organizes its activities in accordance with scientific and territorial principle. National department (or branches) of the IHEAS, established in Russian Federation, Ukraine, Republic of Belarus, Republic of Kazakhstan, Republic of Uzbekistan, Republic of Moldova, Republic of Tajikistan, Kyrgyz Republic, Mongolia, as well as interregional departments and centers have organized and coordinated activities of the Academy members in separate country and region. In August 2004 another national department was set up in Germany.
At present 11 scientific sections unite individual members of the Academy on the basis of scientific interests independently of their places of residence and work. IHEAS members consolidate their efforts on the decision of actual scientific and educational problems on the base of universities resources.
Today the priorities of the Academy activities are the same:
· formation of the main principals of the educational policy and philosophy;
· investigation of Higher Education as a system; development of new educational technologies;
· formation of the common educational space of the CIS countries;
· investigation of academic and professional mobility in the Eurasian area;
· scientific supplying of the reformation of national education systems;
· problems of the Russia and other countries joining with the Bolagna process ;
· development of the innovative education and supplying of innovative processes in higher educational sphere, as well as commercialization of scientific results;
· law supporting of scientific and pedagogical employees activities;
· assistance to the development of new science-capacious technologies.
IHEAS has determined its own "niche" and plays the role of independent Center, which concentrates efforts of scientists, specialists of the educational sphere, firstly of Higher Education.
According to above mentioned priorities the Academy actively cooperates with the authoritative interstate organizations and bodies, including Inter-Parliamentary Assembly of the CIS countries in St.Petersburg and Executive Committee of the CIS countries in Minsk.
The IHEAS president initiated the creation of CIS Council on Cooperation in the Educational Sphere. And now the president and chief scientific secretary are full rights members of this Council, as well as a few members of the Academy work in its commissions and groups.
IHEAS makes one's contribution to the scientific substantiation of the status of Higher Education and Science at XXI century. The Academy is an active influential factor for the formation state educational and scientific policy of different countries, and it assists to the taking optimum decisions in these spheres. So, 12 years of the IHEAS activities have testified about such situation.
Among the most significant results of the Academy activities the following ones are worthy to be mentioned:
· fruitful participation in the development of National Educational Doctrine in Russian Federation, as well as in Ukraine;
· active work on the formation of Federal Programme on Educational Development in Russian Federation;
· initiation and active participation in the working out of the Convention on the recognition of state educational diplomas, documents of scientific degrees and titles in CIS countries;
· working out of the Conception for Formation of Common Educational Space of CIS countries, which was confirmed by Council of prime-ministers of CIS countries;
· formation of the Interstate program on realization of the above mentioned Conception;
· preparation of the Model Educational Law as well as the Conception of Model educational Code for CIS countries;
· development of principles and mechanism for the realization of innovative education;
· creation together with "La Sapienza" University in Rome of the International network of university cooperation in Europe and Central Asia (UNINET).
All national and interregional departments, regional centers and individual members of the Academy do their own contribution in separate countries.
According to the predominate Russian scientists membership IHEAS devotes the significant attention to the problems of educational system and university science development in Russian Federation. The Academy has good contacts with State Duma and Council of Federation of the Federal Meeting as well as the Ministry on Education of Russian Federation. A few Academy's members actively participated in the preparation and formation of Conception on Science, Technology and Innovation Policy of Russian Education System for the period 2001-2005.
The Academy is actively working on the reforming of Russian Education System determined by the Conception on Modernization of Russian Education up to 2010, participates in the discussion on the main measures on the reformation of education and science in Russia and other countries.
Every year the presidium and all Academy's departments organize and hold more than 30 international, national and regional conferences, symposia, workshops and other scientific and educational forums. One of the most important such event is the Academy readings titled "Education and Science: problems and perspectives of the development". In 2004 10 th anniversary Academy readings were held. Among other serious scientific and practical conferences are the following: "Higher Intellectual Technologies in Education and Science spheres" (in St. Petersburg),"Natural and Intellectual Resources of Siberia" (in different regions of Siberia), international conference "Higher Tchnologies and Engineeing education development in XXI century"on the Uzbek department of IHEAS,et al.
All actual problems and main results of IHEAS activities are discussed at its central event General Assembly of all members of the Academy. During 12 years the Assembly has been held for 14 times.
The results of IHEAS activities are wide presented in editions of the presidium and some territorial departments. The main scientific and information edition is a journal titled "Proceedings of the IHEAS" (chef editor Valentin E.Shukshunov, IHEAS president), published quarterly from 1997 (before 2001 it was titled as "Bulletin of the IHEAS"). Another IHEAS scientific edition titled "Eurasian Chemical Technological Journal" is published quarterly too on the base of Kazakhstan Department of the Academy (chief editor Zulkhair A.Mansurov, IHEAS full member). The new scientific Academy's edition titled "Reports of the Russian Higher Education academy of Sciences" is published from 2003 on the base of Siberian branch (chief editor Anatoliy S.Vostrikov, IHEAS full member).
To combine their own efforts and coordinate activities of the most authoritative and significant non-governmental academies of sciences IHEAS joined to the Russian Union of the Public Academies of Sciences (RUPAS) in 2002 as a founder, and the IHEAS president was elected as a first vice-president of the RUPAS. Among founders of the RUPAS are Russian Engineering Academy, Russian Academy of Natural Sciences, Academy of Social Sciences and the Humanities, and some others.
The past twelve years have demonstrated that IHEAS is a reliable and independent partner of national and international institutions and organizations, whose activities favour the development of science and education irrespection of their localities. Constructive and successful work of the Academy is awarded by attaching it the status of Observer in Inter-Parliamentary Assembly of the CIS Countries, as well as full membership of the CIS Council on cooperation in the educational sphere.
The other confirmation of the IHEAS important role was an obtaining the main General consultative status of the Economic and Social Council (ECOSOC) of the United Nations in summer, 2002.

as stable and bright ones.
